Divisional Leadership

Lt. Colonels Daniel L. and Helen D. Starrett
Divisional Commander and Divisional Director of Women Ministries

Lt. Colonels Daniel & Helen Starrett were commissioned as Salvation Army Officers in June of 1973. Together they have served as Corps Officers in Coos Bay, Oregon; Aberdeen and Yakima, Washington; Great Falls, Montana and Boise, Idaho. They also served as the Divisional Youth Secretary and Divisional Guard and Sunbeam Secretary in The Salvation Army's Hawaii and Pacific Islands Division.

In 1990, he became the Administrator for The Salvation Army's Adult Rehabilitation Center -for men recovering from drug and alcohol abuse - in Carpinteria, California. At the same time, Lt. Colonel Helen became the Director of Special Services for the Adult Rehabilitation Center.  In 1992, the Starretts took new appointments as the Administrator of the Seattle Adult Rehabilitation Center and the Director of Special Services at the Seattle Adult Rehabilitation Center.

Beginning in 1994, Lt. Colonel Daniel Starrett was appointed the Adult Rehabilitation Centers Commander for the Western Territory of The Salvation Army. In this position, he was responsible for programming, finances, and spiritual leadership for 25 Adult Rehabilitation Centers. Lt. Colonel Helen Starrett was appointed the Director of Special Services for the Adult Rehabilitation Centers Command for the Western Territory. At the time she was responsible for the oversight and support for the collectibles, food service programs, and women's programming.

In September of 2002, the Starretts were appointed to International Headquarters as the International Secretary for Enterprise Development and the Associate Secretary for Enterprise Development.  In January 2006, he became the Executive Director of The Salvation Army World Service Office (SAWSO) where he headed up the USA's private and governmental International Development Office. Lt. Colonel Helen acted as the SAWSO Director of Special Projects and was responsible for the International Anti-Human Trafficking projects.

As of July 1, 2011, Lt. Colonels Daniel and Helen Starrett were appointment to The Salvation Army's Intermountain Division as the new divisional leaders. Lt. Colonel Daniel Starrett will serve as the Divisional Commander and will be responsible for all operations in Colorado, Utah, Wyoming, and Southern Montana. Lt. Colonel Helen Starrett will be responsible for all Salvation Army Women's Ministries in the area.

The Starrett's have four daughters and eight grandchildren.

Captain Grady Brown was born May 30, 1952 to Salvation Army Officer parents in Tulsa, Oklahoma.  During his childhood, his parents were assigned several east Texas assignments.  He graduated high school in Beaumont, Texas. 

Captain Julie Brown was born March 8, 1959 in Oklahoma City, Oklahoma.  Julie's parents ensured she attended church at The Salvation Army Oklahoma City Corps.  She attended all the youth activities including summer camps.  She graduated high school in Oklahoma City at Crooked Oak High School.  Grady and Julie were married March 8, 1979.

Captain Brown entered the Air Force in 1973. He had assignments at Tinker AFB, Okla., Taegu AB, Korea, Hill AFB, Utah, Lackland AFB, Texas, Kadena AB, Okinawa Japan, Elmendorf AFB, Alaska, and LA AFB, California.  Captain was trained initially in the munitions career field, but also had several assignments as an instructor at NCO Academies and NCO Leadership Schools.  He retired in 1993.  As an enlisted NCO, he earned several awards including PACAF Instructor of the Year in 1991.  He also earned Instructor Methodology and Munitions Technology degrees from the Community College of the Air Force.

Captains Brown entered The Salvation Army's College for Officer's Training in Rancho Palos Verdes, California in 1993 and they were ordained in June, 1995.  Grady, Julie and their family were immediately assigned to the Adult Rehabilitation Center's Command. They have had ARC assignments in Carpinteria, California, Riverside, California, Sacramento, California, Denver, Colorado, San Diego, California, and recently as Program Secretary for the ARC Command in Long Beach, California.  Grady and Julie also worked at Salvation Army Area Commands in Oklahoma City and Sacramento.  They are currently assigned as Intermountain Divisional Secretary and Divisional Women's Ministry Secretary.

Grady and Julie have 4 children:  Michelle is a veterinarian's surgical assistant, married and lives in Brookfield, Florida; Marty is a Salvation Army Corps Youth Pastor in Kingston, Ontario, is married with one child, and lives in Toronto, Canada; Grady is married and is a tax accountant in Century City, California, and Joseph is driver and marketing associate for Waste Management, married with one child, and lives in Pensacola, Florida.

Captain Grady Brown loves music, plays the piano, and several brass instruments.  He is also an avid golfer and sport enthusiast.  Captain Julie Brown loves her grandchildren, plays golf, and is an avid bargain hunter.
